BIS CRS registration for LED lights: what buyers should check
Which LED products need BIS Compulsory Registration under IS 16102 and IS 15885, how to verify a registration number, and what a tender should ask for besides the BIS mark.

What CRS covers
The Bureau of Indian Standards runs the Compulsory Registration Scheme for electronic goods under the Ministry of Electronics and IT. For lighting, the key standards are:
- IS 16102 (Part 1 and 2): self-ballasted LED lamps, the bulbs that replace CFLs and incandescents.
- IS 15885 (Part 2, Section 13): LED drivers and control gear.
- IS 10322 (Part 5, Sections 1–8): luminaires including street lights, flood lights, highbays and recessed panels.
Products in scope must be tested at a BIS-recognised laboratory and registered before they are sold in India, and must carry the Standard Mark with the registration number.
What the mark does and does not promise
Registration confirms the product passed safety tests: insulation, creepage, earthing, thermal limits and electrical endurance. It does not certify lumens, efficacy, lifetime or colour quality. Those come from photometric tests (LM-79), lumen maintenance projections (LM-80 and TM-21) and, for government buying, the Bureau of Energy Efficiency star label for LED lamps.
Checklist for tenders and bulk buyers
- Ask for the BIS registration certificate for the exact model, not just the brand.
- Verify the R-number on the BIS portal and check that the model name matches.
- Request an LM-79 report from an NABL-accredited lab for lumens, CCT, CRI and power factor.
- Ask for the driver's surge rating (IEC 61000-4-5) and the fixture's IP and IK test reports.
- For solar products, check MNRE specifications for panel, battery and controller.
- Confirm the warranty terms in writing: period, what is covered, and on-site or return-to-base service.
Why it matters
Unregistered imports still appear in the market at prices that look attractive. They fail early, cannot be used in government or institutional projects, and can expose the installer to liability. Buying from a registered Indian manufacturer with its own test facility gives you traceability for every batch.
Hi-Looms publishes the applicable standard and registration status on each product page and supplies certificates with quotations for institutional orders.
Frequently asked questions
Do LED street lights need BIS registration?
Self-ballasted LED lamps and LED luminaires for general lighting are covered by the Electronics and IT Goods (Requirements for Compulsory Registration) Order. Fixtures with integral drivers fall under IS 10322 Part 5 series and drivers under IS 15885 Part 2 Section 13.
How do I verify a BIS registration number?
Search the R-number on the BIS CRS portal (crsbis.in). The listing shows the brand, model, standard and validity; a number that does not resolve or shows a different brand is a red flag.
